Developer Fees

In 1998, the California Legislature passed Senate Bill 50, which authorizes school districts to levy developer fees in order to finance the construction or reconstruction of school facilities required to meet the educational demands created by new construction within their respective districts.

Developer fees are levied by the Norwalk-La Mirada Unified School District (NLMUSD) pursuant to the provisions of Section 17620 of the Education Code, as well as Sections 65995 and 66001 of the Government Code.  Any residential or commercial/industrial construction project within the School District boundary may be subject to the fee located in the following cities: City of Norwalk, City of La Mirada, City of Santa Fe Springs and County of Los Angeles.

Developer Fee Applications Submitted Online

NLMUSD has partnered with Facilitron to provide an easy-to-use online portal for registering and paying developers fees. Please follow this link to use the new portal: https://dfp.facilitron.com/nlmusd90650

This new portal allows you to create and submit projects, upload forms and information, calculate fees, and conveniently pay online by credit card, ACH (electronic check) transaction or by mailing in a paper check.

Once submitted, paid fees will be verified by the school district staff and Certificates of Compliance (COC) can be issued electronically.

Developer Fee Applications Submitted In-Person

NLMUSD also accepts applications in person during office hours at the Facilities Planning and Construction Department located at 15711 Pioneer Blvd., Building G, Norwalk, CA 90650.

Exemptions

Residential projects with 500 or less square footage of additional assessable area are exempt. Exemption for commercial or industrial projects may be granted if they meet the criteria. Applicants must still complete an application online or in-person.
