Local Control Funding Formula (LCFF) 

The Local Control Funding Formula (LCFF) is a critical step in the right direction to ensure a more equitable funding system that better reflects the educational needs of English Learners and students considered to be at or below the poverty level.

It is a funding system that provides school districts with the flexibility in resources to prepare students for the demands of a changing global economy. It is a way to equalize educational opportunities while holding districts accountable. LCFF replaces the former State funding that districts received, and includes funds for students classified as English Learners, Foster Youth, or those eligible for free and reduced-price meals.

Local Control Accountability Plan (LCAP)

To implement the Local Control Funding Formula (LCFF), the District is required to create a Local Control Accountability Plan (LCAP). This plan must address eight state priorities:

  • Basic services
  • State standards
  • Parent involvement
  • Student achievement
  • Student engagement
  • School climate
  • Course access
  • Other student outcomes

The plan must be presented for input to a broad range of constituents including staff, parents and the community.

The LCAP will be the guiding plan for the goals and priorities of the District. The development of LCAP is essential to serve as the roadmap to developing the District budget for multiple years and will be based upon broad input and the priorities of the students we serve.

During this process, the District will be soliciting input actively from the broad community. As the LCFF provides funds to serve our student population to meet our goals, foremost among our priorities will be ensuring that we meet the needs of our English Learners, Foster Youth, or those eligible for free and reduced-price meals and that all students graduate prepared for college and career.

ESSER III Expenditure Plan

School districts, county offices of education, or charter schools, collectively known as LEAs, that receive Elementary and Secondary School Emergency Relief (ESSER) funds under the American Rescue Plan Act, referred to as ESSER III funds, are required to develop a plan for how they will use their ESSER III funds. In the plan, an LEA must explain how it intends to use its ESSER III funds to address students’ academic, social, emotional, and mental health needs, as well as any opportunity gaps that existed before, and were worsened by, the COVID-19 pandemic. An LEA may also use its ESSER III funds in other ways, as detailed in the Fiscal Requirements section of the Instructions. In developing the plan, the LEA has flexibility to include community input and/or actions included in other planning documents, such as the Local Control and Accountability Plan (LCAP), provided that the input and actions are relevant to the LEA’s Plan to support students. ESSER III funds will sunset on June 30, 2024.

Federal Addendum Template

The Local Control and Accountability Plan (LCAP) Federal Addendum is meant to supplement the LCAP to ensure that eligible LEAs have the opportunity to meet the Local Educational Agency (LEA) Plan provisions of the Every Student Succeeds Act (ESSA).

The LCAP Federal Addendum Template must be completed and submitted to the California Department of Education (CDE) to apply for ESSA funding. LEAs are encouraged to review the LCAP Federal Addendum with their LCAP adoption, as ESSA funding should be considered in the strategic planning process.
