Uniform Complaint

The Norwalk-La Mirada Unified School District desires to provide a safe school environment that allows all students equal access and opportunities in the district's academic, extracurricular, and other educational support programs, services, and activities. 

The Assistant Superintendents of Educational Services are responsible for coordinating the District's efforts to comply with applicable state and federal civil rights laws, including Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act, and the Age Discrimination Act of 1975, and to answer inquiries regarding the district's nondiscrimination policies.  They may be contacted at:

Per Education Code 221.8, students of the District have the following rights under Title IX of the Education Amendments of 1972 (20 U.S.C. Sec. 1681 et seq.):

  1. The right to fair and equitable treatment and you shall not be discriminated against based on your sex.
  2. The right to be provided with an equitable opportunity to participate in all academic extracurricular activities, including athletics.
  3. The right to inquire of the athletic director of your school as to the athletic opportunities offered by the school.
  4. The right to apply for athletic scholarships.
  5. The right to receive equitable treatment and benefits in the provision of all of the following:
    1.  Equipment and supplies.
    2. Scheduling of games and practices.
    3. Transportation and daily allowances.
    4. Access to tutoring.
    5. Coaching.
    6. Locker rooms.
    7. Practice and competitive facilities.
    8. Medical and training facilities and services.
    9. Publicity.
  6.  The right to have access to a gender equity coordinator to answer questions regarding gender equity laws.
  7. The right to contact the State Department of Education and the California Interscholastic Federation to access information on gender equity laws.
  8. The right to file a confidential discrimination complaint with the United States Office of Civil Rights or the State Department of Education if you believe you have been discriminated against or if you believe you have received unequal treatment on the basis of your sex.
  9. The right to pursue civil remedies if you have been discriminated against.
  10. The right to be protected against retaliation if you file a discrimination complaint.

A complaint of noncompliance may be filed under District Board Policy and Rule 1312.3, Uniform Complaint Process. Such complaints should be filed no later than six months from the date the alleged concern occurred, or six months from the date the person first obtained knowledge of the facts of the alleged concern.  The time for filing may be extended for up to 90 days by the Superintendent or designee for good cause upon written request by the complainant setting forth the reasons for the extension.

Board Rule 1312.3 provides information on how the District will investigate the complaint.  A written response will be provided by the District within 60 calendar days of the District's receipt of the complaint, unless an extension of time is agreed to in writing with the complainant. 

The decision of the District may be appealed in writing to the California Department of Education within 15 calendar days of receiving the District's decision.  You may also pursue remedies before civil courts or other public agencies, such as the U.S. Department of Education's Office for Civil Rights (OCR) in cases involving unlawful discrimination.  They may be contacted at:
